Executive Summary
Recent research addresses a critical issue in artificial intelligence known as "operational blindness," which occurs when decision-making models lack real-time awareness of the current operational context. This gap can lead to ineffective or even harmful actions due to a lack of understanding of whether a particular action is appropriate at any given moment.
To tackle this problem, the researchers introduced a concept called Agent Harness Awareness. This approach involves a trust-separated design where the system, or "host," provides a verified snapshot of the operational state immediately before executing a significant action. This snapshot contains essential information about the current status of tools and resources, which helps guide the decision-making process. The host retains control over measurement, evaluation, and the ultimate execution of actions, ensuring that the decision-making model operates with accurate and relevant information.
The research tested this framework using a benchmark called ToolRoute. This controlled environment allowed the researchers to maintain consistent tasks while varying the amount of operational information accessible to the decision-making model. In experiments with three advanced AI models—GPT-5.6 Sol, Claude Sonnet 5, and Gemini 3.7 Flash—results demonstrated significant improvements. When the model had access to verified tool-health data, the mean observable policy regret (a measure of decision-making failure) dropped by 96.9% compared to a neutral control group. Execution times also improved dramatically, with the mean time for executing actions decreasing from 4,252 milliseconds to just 131 milliseconds. Additionally, the completion rate for single dispatch actions increased from 69.4% to 95.8%.
In a separate experiment that involved live execution using TCP/HTTP protocols, the researchers replicated their findings with a smaller set of 27 decisions. Here, when the verified state was provided, the mean regret fell from 8,956 milliseconds to zero, indicating no additional operational costs. The model successfully completed all actions in 9 out of 9 cases, whereas the neutral control only succeeded in 5 out of 9.
These findings suggest that incorporating verified operational information into the decision-making process can greatly improve the effectiveness of AI systems. This research highlights the potential benefits of enhanced situational awareness in AI, which could lead to more reliable and efficient operations across various applications. Future research may explore how this architecture can incorporate additional factors such as runtime state, hardware limitations, economic considerations, and recovery strategies, further enhancing the decision-making capabilities of AI systems.
Academic Abstract
Tool descriptions tell an agent what an action can do, but they do not necessarily reveal whether that action is healthy or suitable at the moment of use. Execution harnesses often possess this information through monitors, traces, and recent failures while the model choosing the next action does not. We call this gap operational blindness. We introduce Agent Harness Awareness, a trust-separated design in which the host supplies a small, fresh, verified state snapshot before a consequential action while retaining measurement, enforcement, evaluation, and final dispatch authority. We test its tools-and-network instance with ToolRoute, a controlled isolation benchmark that holds the task and candidate semantics constant and varies the operational information available to the model. In a 216-decision ablation across GPT-5.6 Sol, Claude Sonnet 5, and Gemini 3.7 Flash, verified tool-health state reduced mean observable policy regret by 96.9% against a same-shape neutral control (4,252 ms to 131 ms) and raised single-dispatch completion from 69.4% to 95.8%. In a separate 27-decision end-to-end replication with live local TCP/HTTP execution, OpenTelemetry client spans, and Toxiproxy-injected faults, verified state reduced mean regret from 8,956 ms to 0 ms (zero excess observable operational cost) and completed the live action in 9/9 model-by-fault cases versus 5/9 for the neutral control. These studies establish the tools-and-network instance of Agent Harness Awareness: selected host telemetry materially improves pre-dispatch operational choice. Runtime state, hardware pressure, economics, retry-aware recovery, and heterogeneous selection remain open empirical extensions of the same architecture.
